The government is taking a measure to adopt the standard documents for the ODT which means that probably notices, documents and others will have this extension and advisable to lan owners that may have OpenOffice installed on the machines they may need.
MS has already released a ServicePack adciona that the Office 2007 the ability to read, edit, change these files.

ODT and stands for Open Document Format, the Brazilian government is actually going to see the free software and who can not board within a time lag brings!
What will happen and that becomes the OpenOffice suite of office applications, the Brazilian government's office as the government intends to migrate to free sofetware completely reversing the current situation where MS Office and OpenOffice and a matching principal.
It is worth mentioning that there BrOffice platform for both Windows and for Linux and Power PC platform
